I think he can easily make your U21 with at least L5 trainer and one position training. Ask your U21 manager though if he wants a PG, a SG or a well-balanced guard. My 18-yo was a tiny bit better than yours and after two seasons of training (and few weeks of the new season), he looks like this:

Weekly salary: $ 19 719
Role: rotation player
(BuzzerBeta)

DMI: 138500
Age: 20
Height: 6'2" / 188 cm
Potential: superstar
Game Shape: strong
Jump Shot: prolific Jump Range: proficient ↑
Outside Def.: sensational Handling: prolific
Driving: sensational ↑ Passing: prolific
Inside Shot: pitiful Inside Def.: average
Rebounding: pitiful Shot Blocking: atrocious
Stamina: average Free Throw: awful

He will probably be the best PG of his generation. I don't know if your could be too since USA U21 probably has better players than Slovenia, but he will be one of the top nevertheless, given proper training. One word of advice: Don't spend too much on 1 on 1 and JS training until he is 21.

true. lol my 19 yo is almost identical in sense of the relativity between skills to yours. Why not too much one on one? So far every time it gives me two/three pops since last season

Of course 1 on 1 give a lot of pops, because it trains 3 skills almost as fast as one position training. But out of those 3 skills, only one is primary and other two are secondary. I don't want to say DR and HA are not important, because they are. But since you are limited to only 3 seasons of training for U21, you have to spend that in best way possibile. If you train only JR, OD and PA for three seasons, DR and HA will rise each for 5-6 skills alone. Also JS will pop every three weeks of JR training. So I would advise to train 1 on 1 no more than 4 weeks alltogether in 3 seasons before reaching U21. Unless of course, you start with very low HA, DR or JS.

HA and DR are secondary skills because they "support" the main skills, mainly JR. DR is the ability for a player to make his own shot. But if JR (outside shot) or IS (layup) is low, the what good is high DR skill for? Same with HA: your player can handle the ball, well done. But if he has low PA or low JR, what should he do with it? From my experience, JR and JS for a guard should be as high as possible and DR and HA should not be trained to higher levels than JR and JS. Ideally HA and DR should be on equal level of JR (or PA for a PG) or maximum 1-2 levels lower. At least that's how I train my guards and for now, I find resulsts of this training efficient.

Yes, he can definetly make it to u21. Start by training OD to 14. but definetly ask the u21 manager if he wants PG or sg.

Well you asked for thoughts what kind of answer did u want lol. Maybe i should have said JR needs a lot of training in comparison to the other skills just to be clearer.

Another thought is that he would be a better PG trainee then SG trainee because of his low JR and high Passing.
