Usually trying a couple hours later does the trick. The problem with setting lineups is that the economy updates run that day and since they run for each country, some of them take a long time to finish. Due to the way it's coded, this can "hold up" most other updates during those periods, setting lineups included. The solution would be to break the economy updates from a country based update to a league based update, which would probably help, but it's a big undertaking. I'll see what I can do.
