My take on this would be that the minimum roster size should be 7 players. If a team has a 5 man roster, there's a chance 1 or 2 of them get injured, and then you're down to 3 players anyway. However, if a team with 7 players has 2 injuries, they'd still have 5 players.

I have used empty slots to my advantage in the past, but I agree. They allow managers to ignore an aspect of the game.

I can't speak to the gaming the system approach; it never appealed to me. If teams want to hire scrubs that is up to them; but you should have to field a complete roster, so that we don't have blanks and lucky filling roster spots. I'm not a big fan of the training system either, but that is another subject.
