This is how I'm running my Utopia. It's completely in service of US national teams. Of course, I've just restarted 3 seasons ago so I have limited funds, but I'm already training a USA HOFer in a single-minded way, and I'm looking to add more. In part, I'm also curious to see if long-term there is a path to success in this.
