According to the game manual: "...you now have a very good understanding of this player's current skills (grade rating)...".

In my understanding this should show the distribution of the skill points on the player and thus how high their salary for the displayed position is. Some information is provided here (197189.2), though I'm not sure if there have been any changes to this system since.

Yes, something significant:

Since 19-year-olds have been upgraded and can have starting skills up to 9 (or 9.9 including subskill) this means that the salary of 19-year-olds with an A+ can be significantly higher. I've seen 19-year-old drafties earning 12-15k.

Iirc there was also a potential called BB developer? I do remember seeing it. But since announcer is 0 I can't imagine what value it was.

I guess,
BB-developer is 0
and
Announcer >0 to <1

So really rare like Bob Sunesson in Hattrick or it is just for the original developers which are not in the game anymore.

19yo Draftees can have a 10.0 (or 10.x; dunno for sure) in one or more skills (had some of them in recent drafts). This was introduced a couple of seasons ago.

But you are right, Season 63 News:

Our BB Scouts have gone through several seminars around the world (all expenses covered, not to worry) and now they return with a promise: At least one high-potential player in all League Drafts! On top of that, 19-year-old draftees will become even more appealing - their maximum skill level will rise from 9.5 to 10.5.
